Nonstandard Forms of Work and Challenges of Social Protection Reform

Abstract
This study defines work that further deviates from the non-standard employment relationship as ¡®Non-standard Form of Work(NSFW)¡¯ and the purpose of the study is to critically review recent discussion on the reform of social protection which aims to expand its coverage for NSFW. NSFW can create new work opportunities by providing flexibility in working space and working hours, but the exclusion from social protection is one of its main characteristics, resulting precariousness. Therefore, it is important to ensure that the legal framework related to work and social protection system are reformed to cover the NSFW. This study first examines the causes and characteristics of the expansion of non-standard forms of work, and then critically examines how discussions on social protection reform are conducted both internationally and domestically. Finally, it discusses the main remaining issues to be considered for the Korean social protection reform, and suggests how the social protection system should be reformed to properly cover and protect non-standard forms of work in South Korea.
